To this end, the Hebei provincial chamber of Commerce has formulated the "2020 textile and clothing industry creative design pilot demonstration project declaration guide".

The demonstration park (platform) project is mainly engaged in the creative design work of related products such as R & D, product development, production process and consumption experience in the textile and apparel industry chain, providing creative design support for textile and garment enterprises. The pilot project has high design capability, technology, management level, market development capability and brand influence. It has strong core competitiveness in the same industry and can play a leading role in the industry.

The conditions for declaration of the demonstration park are as follows: a sound management body, an independent management and operation institution, and an independent legal person qualification in the territory of Hebei province. The development environment is good, and the development strategy or plan that is in line with the actual development of the industry is formulated, the development ideas and development objectives are clear, the layout of the textile and clothing industry is reasonable and the industrial characteristics are outstanding. The resources of creative design are concentrated. The creative design, product development and innovative service organizations in the park are relatively concentrated. There are not less than 10 creative and design technical personnel in the textile and garment creative design institutions in the park, or less than 50. The related supporting services are perfect, and have corresponding service functions such as planning consultation, exhibition exhibition, personnel training, docking and communication, brand incubation and creative achievements transformation.

The reporting conditions of the pilot enterprises: the reporting entity is an enterprise registered in Hebei Province, with an independent legal person qualification, a registered trademark in Hebei Province, an annual main business income of more than 20 million yuan, and a good social and economic benefit of the enterprise. With strong product or technological innovation ability, rich cultural accumulation and independent intellectual property rights, creative design products are industrialized, have certain industrial scale and industrial characteristics, and achieve better economic benefits; and have independent creative design team, talent team structure is reasonable and the advantages are obvious. The main products (works) of the company have strong brand influence, and have won important awards or honorary titles in China and in the province.
