It is understood that in June this year, the Executive Council of the State Council put forward "continue to simplify the process of integrated customs clearance, implement the declaration of imported goods, complete the declaration of the" two step declaration "mode of customs clearance, significantly reduce the clearance time, and take the" two step declaration "as one of the 10 measures to speed up the promotion of customs clearance.

According to the relevant work arrangements of the General Administration of customs, the Hangzhou customs formally agreed with the Taizhou customs office in Yuhuan to carry out the "two step declaration" pilot project.

According to Taizhou customs, different from the conventional customs clearance mode, the "two step declaration" customs clearance mode is divided into "summary declaration" and "complete declaration". Enterprises do not need to submit all declaration information and documents at once. The whole declaration process can be divided into two steps.

In the outline declaration section, the enterprise shall submit the necessary information to meet the requirements of the port safety access supervision according to the bill of lading information, make a summary declaration, and lift the goods without examination, and the tax related goods need to provide effective tax guarantee.

In the complete reporting link, enterprises shall submit supplementary information and documents to meet the overall regulatory needs of tax collection, conformity assessment, customs statistics, etc. within 14 days from the date of declaration of the means of transport.

"Under the existing customs clearance mode, enterprises need to complete the declaration of 105 projects at the time of declaration of goods, with tight time and heavy tasks. After the implementation of the "two step declaration" reform, enterprises do not need to submit all the declarations and documents to the Customs at once. After completing the summary declaration, the goods can be lifted from the port after passing the inspection of the safety entrance risk at the customs port.
