In February 9th, the Legislative Affairs Office of the State Council released the draft of the Provisional Regulations on tonnage tax on ships in People's Republic of China.

The draft is based on the Provisional Regulations on tonnage tax of ships in People's Republic of China, promulgated in 1952, and is improved and perfected according to the current new situation and new situation.

Old

First, the draft is right.

Second, the type and time limit of the tonnage tax are quite different from the old provisional tax on tonnage.

The old temporary tax on tonnage is divided into 5 grades, namely, 500 tons, 501-1500 tons, 1501-3000 tons, 3001-10000 tons and 10001 tons.

But the average tonnage of modern ships should be much larger than that of 60 years ago.

Therefore, the draft improves the tonnage range of each grade.

The draft is divided into 4 grades, the lowest level is below 2000 tons, and the highest level is 50000 tons or more.

In the draft, the tonnage tax for tugboats and non motorized barges was reduced to 50% of the tonnage tax payable.

Third, the draft has extended the time limit for the payment of the tonnage tax payers, and has increased from the two choices of the 1 months and 3 months of the old regulations to three choices of 1 months, 3 months and 1 years, and is more thoughtful and humane.

The deadline for soliciting comments to the public is March 11, 2011.
