The Consumer Product Safety Commission of the United States was expected to pass two approvals of the third party eligible assessment institutions in August 4th.

According to the "Consumer Goods Safety Improvement Act", manufacturers of certain products (including importers) or private brands must submit products that are manufactured only after 90 days after the announcement of the inspection and certification provisions of the laboratory to the third party certification and accreditation bodies that have been accredited for testing, and must comply with the relevant compliance regulations according to the relevant test results.

The above circular will provide for the following provisions: (1) according to the flammability standard of clothing and textiles, namely, the title 16 1610th of the Federal Code, test children's clothing, and (2) according to the flammability standard of mattress and mattress, that is, the title of the Federal Code 16 1632nd and / or 1633rd children.

The third party laboratory must be accredited by the accreditation body to obtain the testing of the above child products, and the authorized institution must be the signatory of the international laboratory accreditation alliance mutual recognition arrangement, whose qualification is required to be registered with the consumer product safety committee and received.

Accreditation must conform to the ISO standard ISO/IEC17025:2005, and the scope of recognition must be specified for testing of flammability standards based on clothing, textiles, mattresses, mattresses and / or cushion sets.

A laboratory which has taken measures to prevent conflicts of interest must submit a training document to the committee to prove that its employees have received training. If an employee discovers that the manufacturer, his own brand or other interested person attempts to conceal or interfere with the test results of the laboratory, he will notify the US consumer product safety Committee in a confidential manner.

Even if the accreditation of the laboratory itself has not been accepted by the committee, the Commission will accept the accreditation issued by the laboratory for testing results.

The laboratory has been accredited by the signatories of the international laboratory accreditation union mutual recognition arrangement to comply with the ISO / IEC 17025 international standard.

The laboratory accepted the application of flammability standard test within 60 days after the notice issued by the Federal Register in the laboratory for testing and certification requirements.

The product is tested on the day after or after the announcement of the laboratory examination and certification requirements in the Federal Register.

In the course of testing, the effective certification category of the third party accreditation bodies clearly includes tests based on the flammability standards of clothing and textiles, bedding and mattress flammability standards, and / or the flammability of cushion sets (Ming Huo) standard.

The test results show that they are in line with the applicable standards and / or regulations.

Until the effective date of the mandatory third party certification, the two conditions of the laboratory's certification and the certification scope including flammability standards have been effective.
