The "opinions" laid emphasis on the textile industry pfer and regional development, and put forward that the eastern region should give full play to its advantages, guide the textile industry to shift to high-end fields, and accelerate the pace of industrial upgrading.

The central region should focus on developing cotton textile and clothing, and gradually establish and improve the manufacturing system of textile industry.

The western region should develop cotton textile, silk, clothing and other special industries.

Northeast China should speed up the development of chemical fiber, linen, clothing and other advantageous industries.

The opinions put forward that all regions should be based on long-term development.

The eastern region is guided by the upgrading of textile industry and actively guided the industry.
