Recently, the general office of the State Council issued the notice of the NDRC and other departments on accelerating the implementation of the contract energy management and promoting the development of energy saving service industry.

Contract energy management is a common service mechanism developed by developed countries to promote energy conservation by market means.

The implementation of contract energy management can greatly reduce the capital and technical risks of energy saving pformation of energy efficient units, and fully mobilize the enthusiasm of energy saving units. The practice at home and abroad has proved that this is an effective energy saving measure.

In order to speed up the implementation of contract energy management and promote the development of energy saving service industry, the responsible persons of the national development and Reform Commission have answered the questions of general concern.

The importance of implementing contract energy management and promoting the development of energy saving service industry

　　合同能源管理是發(fā)達國家普遍推行的、運用市場手段促進節(jié)能的服務機制。具體是指節(jié)能服務公司與用戶簽訂能源管理合同，為用能單位提供節(jié)能診斷、融資、改造等服務，并通過分享節(jié)能效益方式回收投資和獲得合理利潤。采取合同能源管理方式實施節(jié)能改造，用能單位不僅不需要投入和承擔風險，而且在合同期內(nèi)與節(jié)能服務公司分享節(jié)能收益，合同實施結(jié)束后，則獨享全部節(jié)能收益。     

　　目前，我國節(jié)能服務產(chǎn)業(yè)發(fā)展情況 

　　1998年，國家實施了“中國節(jié)能促進項目”，分別在北京、山東、遼寧成立了三個示范性的節(jié)能服務公司，將合同能源管理機制引入我國。十年來，采用合同能源管理機制的節(jié)能服務公司不斷發(fā)展，特別是“十一五”以來，隨著國家出臺一系列推動節(jié)能的政策措施，節(jié)能服務產(chǎn)業(yè)得到了較快發(fā)展。2009年，全國節(jié)能服務公司約502家，共實施節(jié)能項目4000多個，總投資280億元，完成總產(chǎn)值580多億，形成年節(jié)能能力1350萬噸標準煤。

First, the contract energy management project will be included in the central budget investment and the central energy conservation and emission reduction special fund support scope, giving financial subsidies or rewards.

The two is to implement preferential tax policies.

The three is to improve the accounting treatment system. Enterprises adopt the contract energy management mode to carry out energy saving pformation, such as purchasing assets and receiving services can reasonably distinguish the separate measurement, and deal with them according to the unified accounting standards system of the state. If the expenses that the enterprises actually pay to the energy saving service companies can not be separated reasonably or can not be separately measured, they should be paid as expenses. When the energy management contract expires, the energy related units can get the related assets as donations, and the energy conservation service companies shall be treated as gifts.

Four, we should further improve financial services, encourage banks and other financial institutions to innovate credit products and broaden the scope of collateral products according to the characteristics of financing needs of energy saving service companies.
