According to the statistics released by Ministry of industry and information technology in April 2nd, China's textile enterprises above Designated Size reached a total industrial output value of 567 billion 300 million yuan in 2010 1~2, an increase of 27% over the same period last year, and the growth rate increased by 24.4 percentage points over the same period in 2009.

   　　 業(yè)內(nèi)人士分析指出，目前中國(guó)紡織行業(yè)延續(xù)了企穩(wěn)回升態(tài)勢(shì)，紡織企業(yè)訂單明顯增加，開(kāi)工率普遍上升，繼續(xù)呈現(xiàn)出積極向好局面。但華麗的數(shù)據(jù)和積極信號(hào)的背后，紡織服裝行業(yè)仍面臨一系列困難和不確定因素。

    “2010年出口訂單就沒(méi)斷過(guò)，工廠一直是滿負(fù)荷生產(chǎn)，這兩天又簽了好幾百萬(wàn)美元的訂單，比起2009年形勢(shì)明顯好轉(zhuǎn)了。”前來(lái)北京參加2010年中國(guó)國(guó)際紡織面料及輔料(春夏)博覽會(huì)的紹興潤(rùn)眾紡織品公司總經(jīng)理邵強(qiáng)說(shuō)。但邵強(qiáng)也表示，由于原材料價(jià)格同比上漲了25%左右，利潤(rùn)更薄了，只能薄利多銷。

    　　在參加2010年紡織服裝行業(yè)三大展會(huì)的頭兩天，恒力集團(tuán)紹興縣德冠紡織品公司就簽下了700萬(wàn)美元的訂單，展會(huì)期間的簽單總額超過(guò)1000萬(wàn)美元，但公司總經(jīng)理潘小國(guó)在交談中還是流露出幾分擔(dān)心。“我們的產(chǎn)品50%都靠出口，但現(xiàn)在的客戶越來(lái)越刁鉆，一米面料一兩美分的差價(jià)他們都會(huì)比較半天。”潘小國(guó)說(shuō)，企業(yè)的利潤(rùn)率只有3%~5%，原材料、用工等成本都在增加，“生意真是越來(lái)越難做了”。

　　　數(shù)據(jù)顯示，目前國(guó)內(nèi)328級(jí)棉花價(jià)格約為每噸16000元，比2008年均價(jià)上漲約25%，國(guó)際棉價(jià)上漲幅度超過(guò)35%?；w企業(yè)也普遍反映原材料成本上漲了25%左右，紡織服裝企業(yè)的成本壓力由此可見(jiàn)一斑。

However, among the many unfavorable factors, the most worrying issue for pan is the RMB exchange rate.

"For example, the $10 million order we signed during the exhibition will be delivered in a few months. If RMB appreciation is 1%, our profits will be reduced by 1%, which is unbearable for many enterprises."

   　　 海關(guān)統(tǒng)計(jì)數(shù)據(jù)顯示，1~2月中國(guó)紡織品服裝出口總額達(dá)282.42億美元，同比增長(zhǎng)28.98%，增速同比提高43.45個(gè)百分點(diǎn)。但中國(guó)紡織工業(yè)協(xié)會(huì)副會(huì)長(zhǎng)陳樹(shù)津日前表示，全行業(yè)的平均利潤(rùn)只有4%，如果人民幣再次升值，全行業(yè)有可能出現(xiàn)大規(guī)模的破產(chǎn)。

    　　受經(jīng)濟(jì)整體回暖影響，沿海地區(qū)許多紡織服裝企業(yè)都面臨較嚴(yán)重的“用工荒”。隨著訂單增加，企業(yè)只能通過(guò)上調(diào)工資，降低學(xué)歷、年齡等限制來(lái)保障生產(chǎn)，一些企業(yè)的工資水平已經(jīng)上漲30%左右。

　　與此同時(shí)，紡織品服裝出口的主要目標(biāo)市場(chǎng)仍面臨高失業(yè)率、債務(wù)危機(jī)、通貨緊縮等問(wèn)題，市場(chǎng)需求并未明顯改善。而主要發(fā)達(dá)經(jīng)濟(jì)體迫于高失業(yè)率等壓力，貿(mào)易保護(hù)主義也有抬頭趨勢(shì)，這也為我國(guó)紡織品服裝出口帶來(lái)了挑戰(zhàn)。

"Therefore, while enhancing our confidence, we must comprehensively and correctly judge the situation and not equate the upward trend of recovery to a fundamental improvement."

Du Yuzhou, President of the China Textile Industry Association, said at the enlarged meeting of the China Textile Industry Association held recently. "We need to enhance our sense of hardship, make full use of favorable adjustment and positive factors, work hard to resolve conflicts, and make preparations for dealing with all kinds of risks and challenges more carefully."
